About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Joint Base Lewis-McChord intends to increase ceiling capacity on existing Mechanical Multiple Award Task Order Contracts on a sole-source basis, with a sources-sought response deadline of July 16, 2026. This is a Small Business set-aside.
The Government plans to increase capacity on five existing MATOCs: W911S823D0008 (Apex Mechanical), W911S823D0009 (Vet First), W911S823D0010 (Holmes Mechanical), W911S823D0011 (Avalon Contracting), and W911S823D0012 (Blue Mountain Mechanical Inc.). The sole-source authority is 41 U.S.C. 1901, citing no other source as capable of satisfying agency requirements. Work is performed at Joint Base Lewis-McChord, Washington.
The MATOC covers construction, repair, and service tasks in the mechanical discipline, including replacement, installation, repair, and service of boilers, HVAC systems, plumbing, building control systems, testing, adjusting and balancing of mechanical systems, and mechanical equipment. The base umbrella contract has a five-year period of performance. Individual task orders typically do not exceed 180 calendar days. Work comprises approximately 95 percent construction and repair and 5 percent service. The contract is classified under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings).
Contractors must furnish all labor, equipment, and materials, provide one-year warranties on all work, comply with Davis-Bacon and Service wage rates, hold AT Level I and OPSEC Level I training certifications, and satisfy JBLM security badge requirements. Liquidated damages are $362.50 per calendar day for failure to meet specified completion dates.
This notice is sources sought only; the Government is not accepting unsolicited proposals and will not pay response costs.
