About this opportunity

The Federal Aviation Administration has issued a notice of intent to award a single source contract to BPA Services, LLC for custom computer programming support services. This special notice informs the contracting community that the FAA will bypass competitive procurement procedures and directly contract with BPAS for these services. The decision stems from time constraints that prevented the FAA from conducting a full competitive process while maintaining continuity of essential programming support. The original solicitation 693KA9-25-R-00012, which was published in August 2024 as a Small Disadvantaged Business set-aside, was subsequently canceled in March 2025 due to Executive Orders 14148 and 14151. The FAA determined that a single source award to the existing contractor was necessary to ensure uninterrupted service delivery.

The primary purpose of this notice is to provide transparency regarding the FAA's rationale for using single source procurement rather than competitive bidding, as required by FAA Acquisition Management System procedures. Interested parties have until 10:00 AM Eastern on September 4, 2025, to submit written questions to Contracting Officer Jose Duran at Jose.A.Duran@faa.gov. This procurement is not available for competition and will be awarded exclusively to BPA Services, LLC to bridge service continuity while the FAA develops a new acquisition strategy. The agency plans to publish details for a future competitive procurement on SAM.gov during the first quarter of Fiscal Year 2026. The notice explicitly states that this announcement is for informational purposes only and does not constitute a solicitation or request for proposals, meaning no other contractors can participate in this particular award.

Notice text

The Federal Aviation Administration (FAA) intends to award a single source contract to BPA Services, LLC (BPAS).

The FAA intends to acquire, under single source procurement, custom computer programming support services from BPAS.

In accordance with FAA Acquisition Management System (AMS) 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA.

This procurement is single sourced based on the lack of time available to perform a competition for the required services. Solicitation 693KA9-25-R-00012 was published on August 12, 2024 with a set-aside for Small Disadvantaged Business (SBD) concerns. On March 20, 2025, the solicitation was canceled in response to Executive Orders 14148 and 14151. The time required to re-evaluate the acquistion strategy and requirements were greater than the period of performance remaining on the existing contract with BPAS. Therefore, it was in the FAA's best interest to award a single source contract to BPAS to ensure continued support to the FAA and allow for additional time to begin a new competitive procurement for a vendor to perform the FAA requirements. Details for the future competitive procurement will be posted to SAM.gov in the first quarter of Fiscal year 2026.

This announcement is for informational purposes only and not a Solicitation/Request for proposal. This requirement will be awarded to BPAS and is not available for full and open competition. All questions about this announcement should be addressed in writing to the Contracting Officer, Jose Duran, at Jose.A.Duran@faa.gov by 10:00 AM Eastern on Thursday September 4, 2025.
