About this opportunity

The Federal Aviation Administration issued a sole source justification notice to award contract 693KA9-25-C-00027 to Goldratt Consulting LLC for specialized consulting services utilizing Theory of Constraints (TOC) methodology to improve air traffic operations and internal program management efficiency. The FAA justified the sole source award based on Goldratt Consulting's unique qualifications, including their direct lineage to Dr. Eliyahu M. Goldratt (founder of TOC and author of "The Goal"), exclusive rights to proprietary TOC methodologies, and demonstrated success in the aviation industry. The contracted services encompass in-depth diagnostic analysis, TOC-based process improvement workshops, customized training for FAA personnel, and implementation support specifically tailored to the agency's regulatory and operational environment. The contract was awarded on August 15, 2025, though the award amount was not disclosed in the notice. This procurement falls under NAICS code 541611 for Administrative Management and General Management Consulting Services and was processed according to the FAA's Acquisition Management System rather than standard Federal Acquisition Regulations.
