About this opportunity
The Federal Aviation Administration (FAA) has issued a Notice of Intent to Contract with a Single Source, posted on March 19, 2026, with a response deadline of March 20, 2026. This special notice announces the FAA's intent to award a single-source contract to Oliver Wyman Government Services LLC for professional program management and support services under PSC R408. The announcement is issued in accordance with FAA Acquisition Management System policy sections 3.2.2.4 and 3.2.1.3.7, which govern single-source selections when deemed in the best interest of the agency. This is an informational notice only and does not constitute a formal solicitation or request for proposal. The contract will not be available for full and open competition.
The FAA's single-source selection is based on Oliver Wyman's unparalleled expertise and continuous involvement supporting every major U.S. Single Operating Certificate program since 2008, combined with their distinctive qualifications in Safety Management System frameworks and Safety Risk Management. Oliver Wyman is being selected as the sole provider due to their proven ability to develop FAA-wide safety oversight systems, operate effective program management offices, and manage complex initiatives involving safety culture, technology integration, and organizational change under aggressive regulatory timelines. No competitive solicitation will be issued, and contractors other than Oliver Wyman are not eligible to participate in this procurement. The FAA has determined that Oliver Wyman is the only known source capable of meeting the agency's requirements within the tight deadline constraints associated with these critical safety and operational initiatives.
