The notice pertains to a single-source commercial purchase order to be awarded to Solipsys Corporation for renewing three Cyber Security Long Term Support (LTS) Maintenance Warranties. These warranties are specifically for the Multi-Source Correlator Tracker (MSCT) software used within the Scalable Control and Reporting Agile Mission-Kit (SCRAM-K) system at multiple USAFE locations. Solipsys is identified as the Original Equipment Manufacturer (OEM) of the Battlespace Command and Control Center (BC3) system, holding proprietary rights to the MSCT software source code. The special notice was posted on June 9, 2025, with a response deadline of June 16, 2025.
The primary objective of this special notice is to renew critical cyber security maintenance warranties through simplified acquisition procedures as a single-source purchase order. The warranty includes comprehensive 24/7 phone and email support for various MSCT software versions, covering MSCT, MSCT with failover, MSCT Lite, and Multi-Channel MSCT versions 5.9, 5.12.5, and earlier. While the notice is not a competitive proposal request, interested companies can identify their capabilities to the Contracting Officer for potential consideration in satisfying the government's requirement with commercial items. Eligibility is open to contractors who can demonstrate the ability to provide equivalent commercial items, though the final determination to compete the contract remains solely at the government's discretion.
