About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other-than-full-and-open competition basis with Colorado State University, Laboratory Animal Resources for care and maintenance of the NIH/NIAID Jamaican Fruit Bat colony, with a deadline for interested vendors to submit capability statements by 12:00 pm Eastern Daylight Time on September 04, 2026.

This is a Notice of Intent to Award to a Single Source, not a request for proposal. NIAID asserts that Colorado State University is the sole responsible source under 41 U.S.C. 3204(a)(1) because it is the owner and developer of the required services and the only source that can fully meet Government requirements. The Government will consider capability statements from other vendors solely to determine whether to conduct the procurement on a competitive basis; a decision not to compete remains within Government discretion.

Performance occurs at CSU's Laboratory Animal Resources facility located at 3185 Rampart Road, Fort Collins, Colorado 80521. The contract period runs from September 16, 2026 to September 15, 2027. CSU must house, breed, and maintain approximately 600 bats to provide approximately 150 research-aged animals to Rocky Mountain Laboratories annually across up to three separate shipments. The colony must comply with the Animal Welfare Act, AAALAC standards, PHS policy guidelines, and USDA regulations. Deliverables include daily husbandry and veterinary services on a per diem basis, preparation and transportation of up to three annual shipments to Hamilton, Montana in USDA and IATA-compliant crates, and annual physical examinations and colony assessments under direction of the CSU Attending Veterinarian.

Interested vendors may submit capability statements including past performance via email to Christine Biser at ChristineBi@mail.nih.gov, referencing "NOI-PCA-NIAID-10846."
