About this opportunity

The Department of Veterans Affairs has published a Notice of Intent to Award for Community-Based Outpatient Clinic (CBOC) Services in Taos, New Mexico, through the New Mexico VA Health Care System (NMVAHCS). This special notice announces the government's intention to award a sole-source contract set aside for Service-Disabled Veteran-Owned Small Businesses under a fixed-price, indefinite delivery/indefinite quantity structure. The contract will provide primary care services to Veterans residing primarily in Taos, New Mexico, delivered through a private hospital, office, or clinic environment. The notice was posted on September 18, 2025, and establishes a 12-month period of performance for the healthcare services. This procurement action is being conducted under Federal Acquisition Regulation 13.106-1(b)(2) as a sole-source award.

The primary objective of this notice is to provide comprehensive primary care services including both medical and mental health care to Veterans, with services delivered both physically on-site and through telehealth capabilities, potentially supplemented by pharmacy, laboratory, and x-ray support services. Interested parties have until October 3, 2025, to respond, though this is not a competitive solicitation but rather an opportunity for potential contractors to demonstrate that competition would be advantageous to the government. Any responses must provide clear and convincing evidence that competition would not be cost or time prohibitive and would not hinder the mission objectives. Only Service-Disabled Veteran-Owned Small Businesses are eligible for this set-aside opportunity. All questions and comments must be submitted via email to Contract Specialist Omar Majette at omar.majette@va.gov with the specified subject line format, and the government retains sole discretion in determining whether to proceed with competitive procurement based on received responses.
