About this opportunity
The Indian Health Service (IHS), Navajo Area, Shiprock Service Unit has published a Notice of Intent to Award for STAT and non-STAT laboratory testing services. The IHS intends to restrict competition and negotiate a single-source award with San Juan Regional Medical Center (UEI: E7ZMUEXQH457) to provide these services. This special notice was posted on December 3, 2025, and applies to the Medical Laboratories industry classification (NAICS 621511) with a Small Business Administration size standard of $41.5 million. The procurement is being conducted by the Department of Health and Human Services, Indian Health Service, a civilian agency. This notice represents the government's preliminary announcement of its intent to proceed with a non-competitive award rather than a full competitive solicitation.
The purpose of this procurement is to establish a reliable source for laboratory testing services, with the IHS citing that San Juan Regional Medical Center qualifies as the nearest laboratory facility to serve as a backup should a catastrophic event disable all testing operations at Northern Navajo Medical Center. The anticipated contract period is one base year plus four optional 12-month renewal periods, extending up to 60 months total. Interested vendors who believe they can provide the stated services must submit a written capability statement by 10:00 AM MST on December 19, 2025, via email to Dallas.Begay@ihs.gov; verbal responses will not be considered. There are no specific eligibility restrictions stated for contractors wishing to respond, though the government reserves the sole discretion to determine whether to compete the requirement or proceed with the single-source award based on responses received. This notice is not a request for quotations, and responses will be evaluated only to determine whether competition should be conducted.
