About this opportunity

The Mission Installation Contracting Command (MICC) at Joint Base Lewis-McChord, under the Department of the Army Materiel Command, has issued a Notice of Intent to Award a sole source contract for subscription access to the Washington State Patrol (WSP) ACCESS System. This special notice, posted on December 4, 2025, announces the government's intention to award the contract exclusively to the Washington State Patrol without competitive bidding. The contracting officer is utilizing Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B) to justify the sole source procurement, indicating that only one responsible source can meet the government's requirements. MICC has determined that the Washington State Patrol is the sole source capable of providing the critical database services needed for law enforcement operations at Joint Base Lewis-McChord.

The objective of this procurement is to secure monthly access to the Washington State suite of databases, specifically the ACCESS System, which integrates state criminal history records, hot files from the Washington State Patrol, driver and vehicle information from the Department of Licensing, felon records from the Department of Corrections, national FBI databases, and interstate communication capabilities through NLETS. The contract will be structured as a firm-fixed price Indefinite-Delivery/Indefinite-Quantity (IDIQ) agreement with two five-year ordering periods, and interested parties have until December 9, 2025, to submit comments or objections to the sole source determination. Since this is a sole source award notice, there are no eligibility requirements for competing contractors to participate, as only the Washington State Patrol will be considered for award. This service is classified under NAICS 513210 (Software Publishers) and PSC category DH10 (IT and Telecom - Platform as a Service: Database, Mainframe, Middleware), and the contract is critical to supporting law enforcement operations and security functions within the JBLM community.
