Title: Notice of Intent to Award Sole Source to XCell Science, LLC for Neural Stem Cell Lines
The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate on a sole source basis and award a purchase order, for Neural Stem Cell Lines, to XCell Science, LLC, 200 Professional Center Drive, #211, Novato, CA 94947, under the authority of (FAR) Subpart 13.106-1. "(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals.
This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued.
This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, August 27, 2012.
The corresponding NAICS code is 541990-All Other Professional, Scientific and Technical Services and the small business size standard is $7.0 Million.
The basis for the sole source determination:
The sole source determination is based on the fact that XCell Science has the capability to generate NIH-CRM's large quantity of pure NSCs, including multiple PSC lines from their custom NSC derivation. XCell's deliveries include validation by >90% Sox1+ and Nestin+ by immunostaining to demonstrate NSC identity. XCell will validate generated true NSCs by examining for the expression of two proteins (Sox1, Nestin) that are found in NSCs.
Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. EASTERN STANDARD TIME September 14, 2012 to the Contract Specialist, Caitlin Palmer at: Caitlin.palmer@nih.gov.
