Update #1 ·

The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with TechVision Research.
This is a new requirement that will allow SSC PACIFIC unrestricted, worldwide access to the entire content database of all TechVision Research coverage areas. The database includes an archive of current and future report releases during the 12-month license term and unlimited analyst dialogues (1-hour inquiries) for the entire organization. Information technology, senior level leaders, and engineering depends on TechVision to provide vendor neutral guidance, technical education, and level-setting throughout the company to ensure that everyone is on the same page when it comes to the specifics on technology and how this technology is applied to the Navy. The information available through TechVision is critical to the architecture, development and security choices within the various departments of the Navy. All content provided by TechVision is proprietary and not available from any other compliant commercial vendor that offers an enterprise- wide license. TechVision Research is the only firm that has both the depth of content needed in key infrastructure areas and can be accessed throughout the Navy.
Based on the approved Justification for Non-Competitive Procurement (JNCP) (which will be posted after award), only one responsible source and no other supplier or services will satisfy agency requirements.
This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.
