About this opportunity
The Department of the Air Force Global Strike Command's 2nd Contracting Squadron at Barksdale Air Force Base has issued a Special Notice of Intent to Award a sole source contract to Johnson Controls, Inc. This notice, published on July 1, 2025, indicates the government's intention to award a firm-fixed-price contract utilizing Simplified Acquisition Procedures for HVAC control system upgrades. The procurement involves replacing existing Metasys TC9100 HVAC controllers and TC9160 Room Command Modules with newer CGM4060 controllers and NSB8 NexGen Network Sensor Monitors, along with associated programming, testing, and system startup services. The contract includes 463 units each of the controller and module replacements, plus server upgrades and system startup activities. The Air Force has justified the sole source award based on market research indicating Johnson Controls is the only source capable of meeting the government's requirements.
The primary objective of this Special Notice is to provide advance notification of the intended sole source award while allowing potential competitors an opportunity to demonstrate their capabilities. The government determined that investing in different Energy Management Control System field controllers would require a complete hardware and software changeout estimated at $50 million, making the Johnson Controls solution the most cost-effective option. While this notice does not constitute a formal solicitation, responsible sources may submit capability statements, proposals, or quotations for consideration in future acquisitions. Firms wishing to challenge the sole source determination must submit an interest letter demonstrating technical expertise, certifications, and authorization to compete, along with clear evidence that competition would benefit the government without being cost or time prohibitive. All responses will be evaluated solely to determine whether future competitive procurements should be conducted, with the government assuming no responsibility for costs incurred by respondents.
