About this opportunity

The U.S. Department of Commerce, Office of Acquisition Management, Shared Services Procurement Office issued a notice of intent to award a sole-source purchase order to CRU International Ltd. for Global Steel and Aluminum Monitoring services on behalf of the International Trade Administration, Office of Enforcement and Compliance, with a response deadline of May 29, 2026. The sole-source award is authorized under RFO 12.102(a) and 41 U.S.C. 1901 based on a determination that only CRU reasonably can satisfy the agency's requirements. The base contract term is 12 months.

The International Trade Administration requires comprehensive global steel and aluminum market intelligence, including aluminum smelter-level production data by country, aluminum consumption and utilization rates, historical and current pricing data, and rapid response capability to high-volume requests from the Secretary's office. CRU will provide four database services: Aluminum Premium, Steel Metallics Classic, Steelmaking Raw Materials Classic, and Steel Premium. Deliverables include global weekly and monthly pricing for both commodities, demand and production analysis, near-term forecasts, steelmaking capacity databases by company and country, five-year crude steel forecasts with 10-to-15-year projections, interactive online dataset tools with country comparisons, quarterly and daily data updates, technical support from commodity experts, and direct download access with customizable queries. Steel price coverage spans U.S., German, Italian, and Chinese markets with 18-month forecast indices.

Other qualified vendors may submit written objections within 10 days of publication that refute the sole-source justification. Direct questions to Alicia Brister at ABrister@doc.gov. If no qualified responses are received, DOC will award the contract to CRU.
