About this opportunity
The Department of Health and Human Services intends to award a sole-source contract to Empowered PC for eight small form factor VR-capable desktop computers, with a two-calendar-day capability statement submission deadline of September 25, 2026. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health, Pittsburgh Mining Research Division requires these systems to support field deployment of the VR Mine Rescue Training platform, which delivers immersive underground mine rescue simulations across five modules: Scenario Editor, Director, Simulation, Spectator, and Debrief.
The specified configuration includes an AMD Ryzen 7 9800X3D processor, NVIDIA GeForce RTX 5080 GPU, 32 GB system memory, and 1 TB NVMe storage in a compact form factor (approximately 8.77 liters) designed for frequent transport by vehicle. The sole-source justification rests on the Empowered PC LAN Gamer 8L Mini's combination of required CPU and GPU performance, compact size, portability, and cost efficiency compared to commercially available alternatives.
Interested parties may submit capability statements demonstrating ability to satisfy requirements with equivalent or superior capabilities to Contract Specialist Matthew Fein at matthew.fein@hhs.gov. The Government will evaluate timely responses to determine whether alternative responsible sources can meet stated requirements. If no affirmative responses are received, HHS intends to proceed with award to Empowered PC without further notice. The contract is firm fixed-price under NAICS 334111 and PSC 7B20.
