About this opportunity

The United States Coast Guard Surface Forces Logistics Center announces its intent to award a sole-source purchase order to Aqua-Chem Inc. for OEM-certified technical services to troubleshoot and repair freshwater distillation and reverse osmosis systems aboard CGC Legare, with a submission deadline of August 24, 2026.

This notice is posted for market research and industry awareness under Simplified Acquisition Procedures; the government does not intend to issue a contract based on responses alone. Aqua-Chem holds sole-source status as the original equipment manufacturer and exclusive provider of proprietary engineering drawings, manufacturing specifications, software, and replacement parts for the systems installed on Coast Guard vessels. The justification for other than full and open competition cites FAR 12.102(a), Class Deviation 25-21 (only one source available), and market research confirming Aqua-Chem as the sole responsible source for the specialized technical services required.

The requirement calls for an onsite OEM-certified technical representative to repair the R/O system, which is currently inoperable due to multiple leaks and non-functioning high-pressure pumps that remained unaddressed during prior Service Life Extension Program maintenance. Performance is scheduled September 14–18, 2026, at CGC Legare, Newport, Rhode Island. The Coast Guard will use comparison of proposed price with previous purchases and Independent Government Cost Estimate as fair and reasonable price determination methods.

Companies believing they can meet this requirement may submit a written Capability Statement with company details, business size, NAICS code, point of contact, and evidence of technical capability to provide equivalent product or services.
