About this opportunity

The Department of the Air Force Air Mobility Command has issued a Special Notice announcing its intent to award a sole source contract to Intoximeter Inc. for the Intox DMT Breath System to be used by the 628th Security Forces Squadron at Joint Base Charleston. The contract will be awarded under statutory authority 10 USC 2304(c)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The notice specifically pertains to breath alcohol testing equipment that must comply with South Carolina Law Enforcement Division (SLED) regulations. Market research confirmed that Intoximeter is the only authorized source for this specific breath testing system, which is mandatory for law enforcement agencies in South Carolina. The contract opportunity is identified with the reference number FA441825Q0039 and was posted on June 4, 2025, with a response deadline of June 16, 2025.

The primary objective of this Special Notice is to procure Intox DMT Breath Systems to ensure the 628th Security Forces Squadron remains compliant with state law enforcement requirements. While this is a sole source procurement, the notice indicates that responsible sources may submit capability statements, proposals, or quotations for consideration, though the government retains full discretion in determining whether to pursue competitive procurement. Eligibility is implicitly limited, as the procurement requires a specific breath alcohol testing system approved by SLED. Contractors interested in participating must recognize that the current procurement is restricted to Intoximeter Inc. due to unique state regulatory requirements. The contracting officer has determined the anticipated cost will be fair and reasonable based on previous awards and comparisons with other agencies. The 628th Contracting Squadron will continue to monitor SLED requirements to potentially open opportunities for future competitive sourcing. Interested parties with questions can contact Contract Specialist Madison Nerenberg at 843-963-5158 or madison.nerenberg@us.af.mil.
