**Update** - Sole Source Justification has been added as an attached document.

The 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, intends to award a firm fixed price, single-source contract to Alcon Vision, Inc., 6201 S. Freeway, Fort Worth, TX 76134, under the authority of FAR 13.501(a). The proposed contract action is for the acquisition of Service and Maintenance for Alcon Wavelight EX500 Laser for the Joint Base Elmendorf-Richardson (JBER) hospital. This is a reacquisition for annual service and maintenance requirements in order to ensure the equipment, used in ophthalmic surgeries, is maintained to the regulations of the Food and Drug Administration’s standards. This will include, but not limited to performing preventive and corrective maintenance (on-site).

All maintenance service shall be performed by professionally trained technically qualified personnel.  All contractor personnel performing services under this contract must have proof of factory training on this system.  If factory training occurred more than three years ago, proof must be presented that the individual has been actively engaged in repairing the system for 12 of the last 18 months. Contractor’s personnel credentials shall be approved by the Contracting Officer and the Non-Commissioned Officer in Charge (NCOIC) of the Medical Equipment Repair Center (MERC) if it is determined that additional vendors are capable of completing requirement.

The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.501(a).

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES AND NO SOLICITATION IS AVAILABLE. The circumstances of this contract action deem one single source is reasonably available to fulfill the stated requirement. Interested organizations, who believe they can meet the requirement, may submit their capabilities and qualifications to perform the requirement in writing to robert.anderson.143@us.af.mil and susan.reinhart.1@us.af.mil no later than 2:00pm, AKDT, Monday, 21 August 2020. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
