About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Administration has issued a Notice of Intent to Award a sole source contract to Mathematica Policy Research, Inc. for the Family Planning Annual Report 2.0 data system. The Office of Population Affairs (OPA) intends to utilize Federal Acquisition Regulation (FAR) Part 15 procedures to award this contract, with an anticipated award date of September 26, 2025. This special notice was posted on September 17, 2025, and is classified under NAICS code 541519 for Other Computer Related Services. The agency has determined that only one responsible source can satisfy the requirements under FAR 6.302-1, making this a non-competitive acquisition. This notice is not a solicitation or request for proposals, but rather an announcement of the government's intent to proceed with a sole source award.
The contract's primary objective is to provide continued maintenance and support for a comprehensive data repository system that collects information from 86 Title X Family Planning Services grantees and over 4,000 reproductive health clinics nationwide. The scope includes accepting uploads of encounter-level and aggregate data, performing collection, analysis, reporting, and summarization of data, and providing technical assistance to grantees and their sub-recipients. Any parties wishing to challenge this sole source determination must submit responses by September 19, 2025, demonstrating clear and convincing evidence that competition would be advantageous to the government. Responses must substantiate why alternative sources could satisfy the agency's requirements and provide evidence countering the determination that only one responsible source exists. The government will consider responses solely to determine whether to conduct a competitive procurement for the continuation of these critical services, with no reimbursement provided for costs associated with submitting capability information.
