About this opportunity
The United States Air Force, 673d Contracting Squadron at Joint Base Elmendorf-Richardson, Alaska, is issuing a notice of intent to award a sole-source contract to MCQ, INC. for Expeditionary Alarm System Software. The procurement will acquire MCQ software that provides enhanced perimeter security capabilities, Android Team Awareness Kit (ATAK) system functionality, and ground radar and alarm systems that can be deployed across various operational locations for the 673d Security Forces Squadron. The contract will be awarded under FAR Part 12 for Commercial Products and Services using Simplified Acquisition Procedures, with the government determining that only a single source is reasonably available after conducting market research that revealed no alternative vendors offering compatible software licensing solutions with existing MCQ hardware. This is strictly an informational notice and not a request for competitive proposals, though interested vendors may submit capability statements not exceeding 5 pages that demonstrate their specific experience and ability to meet the government's requirements. The response deadline for capability statements is September 19, 2025, with written inquiries accepted but no oral communications permitted.
This procurement does not utilize any set-aside designations and specifically identifies MCQ, INC. of Fredericksburg, Virginia (Unique Entity ID: RH38DVLRT2N6) as the intended sole-source contractor. The contract value has been redacted from the supporting documentation, though the single source justification indicates that acquiring a fully compatible system from alternative sources would impose substantial financial burden on the government. The 673d Security Forces Squadron has already mitigated costs by repurposing existing hardware to work with the MCQ software solution. The contracting approach represents a firm fixed-price arrangement focused on optimizing operational effectiveness and safeguarding critical assets through specialized security system software. While this specific procurement is sole-source, the documentation indicates the government plans future competitive strategies including market research and vendor outreach efforts to potentially foster competition in subsequent acquisitions.
