The Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Joint Project Manager for Protection (JPM P), intends to award a firm fixed price contract on a sole source basis to Kiple Acquisition Science Technology Logistics & Engineering Inc. (KASTLE). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and NO SOLICITATION will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Should you decide to do so, supporting evidence must be furnished in sufficient detail to demonstrate your full ability to comply with the requirement. It is your responsibility to demonstrate your ability of providing the same service. The government will not seek additional information from your company if you fail to provide sufficient evidence that you are capable of meeting the government's needs. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
1. Nature and description of the supplies or services required to meet the agency's needs:
The contractor will provide technical and analytical expertise as well as administrative assistance in conducting all phases of the outdoor test events in the Czech Republic. These tasks include, but are not limited to: hazard mitigation; protection and detection technologies and equipment with live chemical agent in an outdoor environment; coordination with the test facility; initial data collection; test methodology development; test execution; data collection; data analysis and final report. Testing will be performed at the Czech Military Technical Institute's test facility near Vyskov, Czech Republic. The testing requires the release of compounds of interest in operationally-realistic environments. Such outdoor open-air testing cannot take place at U.S. government test centers, and the open air test facility in the Czech Republic is the only known facility capable of conducting the intended tests in the quantities of agents required.
2. Interested parties may identify their interest and capability by sending responses for this requirement via email to nicole.e.bernier.civ@mail.mil no later than (NLT) 1500 EDT on 26 March 2019.
