About this opportunity

The Office of the Comptroller of the Currency announced its intent to sole-source a firm fixed price contract to S&P Global Market Intelligence LLC for three S&P RatingsDirect subscriptions, with responses due by September 23, 2026. The OCC is procuring under simplified procedures (FAR 12.201-1) utilizing 41 USC 253(c)(1) authority on a non-competitive basis, though the Government will consider alternative proposals supported by clear and convincing evidence before deciding whether to conduct competitive procurement instead. The subscriptions provide access to S&P's proprietary ratings information, including rating reports, rating actions, analyses, commentaries, industry research, sector reports, market data, and credit default swap spread information. This data supports the OCC's mission of bank supervision, enabling review of creditworthiness, evaluation of financial institutions and sovereign entities, and monitoring of market conditions in support of the OCC's regulatory responsibilities. S&P Global Market Intelligence LLC is identified as the only vendor capable of meeting the OCC's technical, supervisory, and mission-critical needs. The period of performance runs from October 1, 2026 through September 30, 2027, with four option periods. No set-aside applies.
