About this opportunity

The U.S. Army Corps of Engineers, Baltimore District, has published a notice of intent to award a sole-source contract to BB&E, Inc. for Environmental Restoration Program support at Joint Base Andrews, Maryland, on behalf of the Air National Guard. The contract is being awarded under FAR 6.302-5 "Authorized or Required by Statute" authority and has been accepted into the Employee Stock Ownership Plan (ESOP) Pilot established by the National Defense Authorization Acts for fiscal years 2022 and 2024. This represents a follow-on contract to the previous agreement awarded to BB&E in March 2020. The procurement falls under NAICS code 541330 for Engineering Services and PSC code R408 for Professional Program Management/Support services. The contracting agency emphasizes this is not a request for competitive proposals but rather a formal notification of their intent to award.

The contract's primary objective is to provide technical expertise supporting the Air National Guard's Environmental Restoration Program, which encompasses cleanup actions under the Installation Restoration Program, Military Munitions Response Program, and Compliance Restoration Program across 177 installations. The contractor will support all phases of environmental restoration activities, including PFAS Program initiatives and Resource Conservation and Recovery Act Corrective Actions. While this is designated as a sole-source procurement, the notice allows any responsible sources to submit capability statements by the August 19, 2025 deadline for agency consideration. Submissions will be evaluated to determine if they can meet additional design requirements, though the government retains sole discretion in deciding whether to compete the proposed contracts based on received responses. The justification for this exception to full and open competition will be posted upon approval, and capability statements must demonstrate the ability to provide comprehensive environmental restoration support services.
