About this opportunity

The U.S. Department of Energy's Oak Ridge Environmental Management (OREM) has issued a Special Notice announcing its intent to award a sole source purchase order to Stephen W. Hackney (SWH), an architectural landscape design firm. The notice, posted on February 12, 2025, indicates a planned procurement for architectural landscaping services related to the historic preservation of the former K-25 site. SWH has been identified as uniquely qualified for this project due to its extensive knowledge and previous successful work preserving areas of the K-25 site. The procurement will be conducted using Simplified Acquisition Procedures and is set aside for small businesses. The notice emphasizes that this is a sole source acquisition justified under Federal Acquisition Regulation (FAR) 6.302-1, which allows for procurement from only one responsible source.

The primary objective of this procurement is to support OREM's mission of preserving the historical footprint of the former K-25 site in a dignified and meaningful manner. The purchase order will have a one-year performance period from February 20, 2025, through February 19, 2026. Eligibility is restricted to small businesses, with no competitive solicitation being made available. Potential contractors should note that no telephone calls will be accepted regarding this notice, and the government has determined that SWH is the only source capable of satisfying the agency's specific requirements. The acquisition will be executed without full and open competition, based on SWH's unique expertise and proven track record in working with the K-25 site's historical preservation efforts. Interested parties are advised that this is a notice of intent, and no formal solicitation will be issued for this requirement.
