About this opportunity

The United States Air Forces in Europe - Air Forces Africa (449th Air Expeditionary Group) intends to award a single-source contract to SAFE Boats International (CAGE 1RSZ1) for a SafeBoat 35' Center Console dive boat and trailer, with capability statements due by July 25, 2026 at 4:00 PM East African Time. The procurement supports mission-critical maritime surface and subsurface operations for the 82nd Expeditionary Rescue Squadron in East Africa under FAR 13.106-1(b).

The Government has determined that SAFE Boats International is the only source capable of meeting five critical technical requirements: transportability dimensions enabling C-17/C-5 airlift deployment via 16000XL trailer; 20-inch maximum draft combined with 60-knot top speed for shallow-water navigation of Horn of Africa reefs while maintaining rapid response capability; integration of L3 Harris AN/PRC-167 tactical communications for secure military networks; proprietary hull design including Extended Personnel Recovery Cutout and Removable Stokes Litter Shock-Mitigating Attachment Kit for safe personnel recovery; and standardized operator training on SAFE Boats platforms. Market research evaluated PALFINGER MARINE and Sea Ark and determined neither met operational requirements.

Interested sources must submit capability statements with technical data and cost information demonstrating clear capability to meet the requirement. Requests for questions or documentation only will not be considered affirmative responses. The Government reserves discretion to conduct competitive procurement based on submissions. Capability statements must be emailed as Microsoft Word or Adobe PDF attachments to kevin.pillow@us.af.mil; late submissions will not be reviewed.

Notice text

The 449th Air Expeditionary Group intends to make an award to SAFE Boats International, CAGE: 1RSZ1, due to only one source being capable of providing the SafeBoat small craft that meets all the necessary performance specifications and operational requirements. This purchase is in support of the 82nd Expeditionary Rescue Squadron.

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement.

Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response.

A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.

Capability statements are due on 07/25/2026 by 4:00 PM East African Time. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to kevin.pillow@us.af.mil.
