About this opportunity
The U.S. Army Corps of Engineers, Walla Walla District, issued a notice of intent on June 16, 2026 to award a sole-source contract to the Garfield County Sheriff's Office for law enforcement patrol services, with the intent subject to competition challenges due by June 19, 2026 at 11:00 AM Pacific Time. The Corps justifies the sole-source approach under 10 U.S.C. 2304(c)(5) and 41 U.S.C. 3304(a)(5) on the basis that only governmental entities possessing statutory jurisdiction and law enforcement authority within the jurisdiction can provide these services; no private firms hold law enforcement authority. The requirement covers law enforcement patrol at Lower Granite Dam in Garfield County, Washington under NAICS 561612 (Security Guards and Patrol Services) and PSC R430 (Support–Professional: Physical Security and Badging). The procurement is conducted under Simplified Acquisition Procedures. Interested parties may submit written evidence that competition will be advantageous to the Government to Mary.L.Seiner@usace.army.mil by the June 19 deadline. This notice is informational only; no formal solicitation document is available. Any responses will be evaluated solely to determine whether to conduct a competitive procurement for future requirements. An underlying class justification supporting law enforcement contracts with multiple governmental entities across the Walla Walla District (Oregon, Idaho, and Washington) remains in effect through April 2027.
