About this opportunity
The United States Air Force, 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, has issued a notice of intent to award a single-source contract to Global Finishing Solutions for low observable paint and clean/dirty room maintenance services. This is not a competitive solicitation but rather an informational notice regarding the Air Force's plan to award a firm fixed-price contract valued at approximately $25,564 under FAR Part 12 commercial acquisition procedures. The contract will address critical maintenance needs for F-22 ASMLO Paint Booth systems that have been in continuous operation for over 18 years. Global Finishing Solutions, located in Osseo, Wisconsin, is the original manufacturer of these specialized paint booths with proprietary programming and unique design specifications. The procurement falls under NAICS code 332311 for prefabricated metal building and component manufacturing and PSC code 4920 for aircraft maintenance and repair shop specialized equipment.
The primary objective of this contract is to conduct comprehensive inspections, troubleshooting, and maintenance assessments of aging paint booth systems critical for applying low observable coatings to military aircraft. Interested parties who believe they can perform this specialized work may submit capability statements by September 8, 2025, demonstrating their business size, relevant experience, and ability to meet the government's specific technical requirements. These statements must not exceed five pages and should focus specifically on experience with similar paint booth maintenance and low observable coating systems. The Air Force reserves sole discretion to determine whether to proceed with the single-source award or conduct a competitive procurement based on responses received. Follow-on contracts are anticipated for additional non-standard maintenance, repairs, and potential system upgrades, making this an opportunity with potential for expanded future work. The maintenance work will be performed during normal day shift hours at Building 9696 on the base.
