About this opportunity

The Army Contracting Command Aberdeen Proving Ground has issued a notice of intent to award the Enterprise Cloud Analytics & Processing (eCAP) contract on a sole source basis to Data Systems Analysts Inc. This notice, posted on August 14, 2025, announces the agency's intention to award the contract without competition under statutory authority provided by sections 874 and 872 of the National Defense Authorization Acts for fiscal years 2022 and 2024. The contract falls under NAICS code 541715 for research and development in physical, engineering, and life sciences. The Army received approval on May 14, 2025, to issue this sole source award under a pilot program that permits noncompetitive follow-on contracts to qualified businesses. This represents a continuation of previous work performed under the Technology Enabled Analytics task order.

The eCAP contract is designed to support the Army's Digital Transformation initiatives, specifically focusing on cloud modernization efforts that include legacy software system modernization, capability enhancement, and future capability development across the Army and Defense Intelligence Enterprise. While this is not a competitive solicitation, any firm believing it can meet the requirements may submit written notification by the August 29, 2025 deadline, though no reimbursement for proposal costs will be provided. Interested contractors must furnish supporting evidence demonstrating their ability to perform the requirements in sufficient detail for government evaluation. The statutory authority allows for sole source awards to contractors meeting the definition of a qualified business under the Defense Federal Acquisition Regulation Supplement. The contract serves as a follow-on to existing work, ensuring continuity in supporting critical Army modernization efforts.
