About this opportunity

This notice announces the U.S. Customs and Border Protection's intent to enter into a sole source contract with SITA Information Networking Computing USA Inc. for services to electronically transmit airline data in support of CBP's screening of people and cargo entering and exiting the United States. The contract would be for a base year plus four one-year options. Interested parties may submit a capability statement by June 9, 2021 for consideration, however no formal solicitation will be issued as CBP must subscribe to SITA's services to access the required commercial air carrier data.

There is no set-aside designated for this potential award. SITA is identified as the incumbent contractor able to provide access to airline data given its commercial agreements across the carrier industry. As an indefinite-delivery indefinite-quantity contract, specific values are not provided but the requirement is for electronic transmission services over the base year and four option years. Questions must be submitted by email to the point of contact by the June 9th deadline.

Notice text

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR 13.501.  U.S. Customs and Border Protection (CBP) intends to solicit and negotiate directly with SITA Information Networking Computing USA Inc. (SITA) for services to electronically transmit airline data to CBP.  The CBP Office of Information and Technology (OIT) Enterprise Data Management and Engineering Directorate (EDMED) has a continuing requirement to electronically obtain Passenger Name Records (PNR), air cargo manifests, and other airline-related data and messaging in support of CBP's mission, and statutory and regulatory requirements, to screen people and cargo entering and exiting the United States.

CBP currently has approved four secure network options to support the establishment of network connectivity between the carrier industry partners and DHS: (1) CBP Multi-protocol Label Switching (MPLS) Network; (2) ARINC; (3) SITA; and (4) Internet Virtual Private Network (VPN).

SITA has commercial agreements with a large group of air carriers. Therefore, CBP must subscribe to SITA's services to have access to the entire commercial air carrier community that is required to support our antiterrorism mission.

This requirement is for a base year plus four one-year options.

No formal solicitation package will be issued. This notice of intent is not a request for competitive proposals.  However, all responsible sources may submit a capability statement which will be considered by the agency.  Any such documentation must be received by 4:30 pm Eastern Time on June 9, 2021.  All documentation must be submitted via email.  The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these services.  A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

For questions concerning this Notice of Intent, please contact Cynthia Young via email only at cynthia.c.young@cbp.dhs.gov.
