About this opportunity
The Naval Information Warfare Systems Command (NIWC Pacific), under the Department of the Navy, issued a Special Notice on April 7, 2026, announcing its intent to award a sole source modification to increase the contract ceiling for an existing Lockheed Martin contract. The modification pertains to contract N00039-19-D-0006, a cost-plus-fixed-fee indefinite delivery, indefinite quantity agreement that provides General Service Cross Domain Solution (GENSER/CDS) and Radiant Mercury (RADMERC) support to the Department of Navy and other Department of War agencies. This Special Notice is not a request for competitive proposals but rather notification of the Government's intention to negotiate exclusively with Lockheed Martin under the sole source authority provided by 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The contact for inquiries regarding this modification is Jennifer Iribe at jennifer.a.iribe.civ@us.navy.mil, and the due date for responses is April 17, 2026.
The primary objective of this contract ceiling increase is to provide an additional $30,000,000 in funding to support the expanded RADMERC program, bringing the total contract ceiling from $104,242,344 to $134,242,344. The modification is necessary due to surging demand triggered by a significant software baseline compromise discovered in March 2022, which necessitated accelerated delivery of a corrective version, combined with customer requests for system upgrades, new installations, and enhanced support services including system security authorization and training. Since transitioning to NIWC Pacific, seventy-six task orders have been awarded, substantially expanding the customer base and exhausting a previous $12,028,735 ceiling increase awarded in February 2025 within seven months. The Government has determined that Lockheed Martin is the only responsible source capable of satisfying agency requirements, as transitioning to an alternative contractor would result in an estimated $9.8 million cost duplication penalty and approximately two years of operational delay. The Justification and Approval (J&A) document will be posted in accordance with FAR 6.305, and future actions include market research and monitoring of alternative Cross-Domain Solutions certifications, with a long-term solution to be implemented incrementally over a ten-year period.
