About this opportunity
The U.S. Coast Guard Navigation Center is issuing a notice of intent to award a sole source Cost Plus Fixed Fee contract for Phase Two development of the Waterways Risk Assessment Model Prototype. This procurement seeks to enhance and extend the risk analysis methodology and code base from Phase One by incorporating all major strategic ports and waterways using machine learning techniques to scale the model across the wider Marine Transportation System (MTS). The work includes developing extensible, repeatable risk-reduction prototypes with a user-friendly visualization platform and interface for end users. The procurement is being conducted under FAR 6.103-1 as only one responsible source can satisfy agency requirements, specifically citing the need to maintain essential research capabilities through a federally funded research and development center. Interested organizations may submit capabilities and qualifications by August 29, 2025, at 4:00 p.m. Eastern time, though this submission period is solely to determine whether competitive procurement should be pursued rather than the planned sole source award.
This procurement does not utilize any set-aside designations and is intended for award to The MITRE Corporation of McLean, Virginia. The contract value has been amended and is currently estimated between $500,000 and $520,000. The period of performance has also been revised to include one 12-month base year, with the original structure of two additional 12-month option years having been removed in the latest amendment. Performance will primarily occur at the contractor's facilities with site visits to CG-NAVCEN in the Washington DC area as needed. The procurement falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences, reflecting the technical and scientific nature of the waterways risk assessment modeling work.
