About this opportunity

The Department of Education has published a Special Notice announcing its intent to award a sole source contract to the International Association for the Evaluation of Educational Achievement (IEA) to develop instruments and survey assessment items for the next round of the Trends in International Mathematics and Science Study (TIMSS) in 2027. The Department intends to award this firm-fixed-price contract under FAR 6.302-1, as IEA is the only responsible source capable of meeting the agency's requirements.

The purpose of this Special Notice is to provide industry with an opportunity to demonstrate that competition would be advantageous, not cost/time prohibitive, pose unreasonable risk, or hinder the agency's mission objectives, in which case the Government may reconsider its decision not to compete this requirement. Responses to this notice must be submitted by December 4, 2024. IEA is uniquely qualified for this work, having collaborated with the U.S. on the development and implementation of TIMSS since its inception. Participation in TIMSS allows the U.S. to compare student performance internationally and analyze trends over time.
