About this opportunity

The Department of the Interior's Interior Business Center has issued a Notice of Intent to Award a Sole Source Contract for the full conservation and regilding of four monumental equestrian bronze sculptures known as the Arts of War and Arts of Peace statuary groups located at Memorial Bridge and Parkway Drive in Washington, DC. This special notice announces the government's intention to sole source the contract to The Gilders' Studio, Inc., while simultaneously inviting other qualified sources to demonstrate their capability to perform the work. The notice is issued under the Revolutionary FAR Overhaul Part 5 and represents an opportunity for contractors to challenge the sole source determination by submitting documented evidence of their qualifications. All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the American Institute for Conservation Code of Ethics and Guidelines for Practice.

The project scope encompasses comprehensive bronze conservation including removal of failed coatings and corrosion products, repair of casting defects, application of a corrosion-inhibiting primer system, application of 30-gram, 23.75 karat gold leaf with finishing, cleaning and repair of granite plinths, and installation of temporary scaffolding and environmental controls. Contractors must submit responses by April 6, 2026, providing documentation of at least 10 years of professional experience in decorative gilding and demonstrated experience gilding monumental sculptures and architectural components, along with evidence of capability to meet the mandatory completion date of July 1, 2026. The selected contractor must mobilize by approximately May 1, 2026, and is responsible for field-verifying all dimensions and site conditions prior to contract execution, providing all temporary services including utilities and environmental controls, and executing phased mock-ups for approval before commencing full production work. This opportunity is open to any source meeting the demonstrated technical and experience requirements outlined in the notice.
