The College of Distance Education (CDE), Naval War College has a requirement to conduct nonresident evening courses in the following areas from 1 August 2016 – 09 June 2017. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government.
Even though a Firm-Fixed Price/Sole Source Contract is anticipated, firms or persons may identify their interest and capability to the Contracting Officer, Sheila K. Valloney, Email: Sheila.valloney@usnwc.edu. No phone calls please. A determination by the Contracting Officer not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government.
The College of Distance Education (CDE), Naval War College, has a requirement to conduct nine (9) nonresident evening courses as part of the Fleet Seminar Program in the following areas:

The qualifications for this position are unique in that they require a combination of professional education, naval warfare operational experience, a familiarity with Naval War College missions and functions, and competence in teaching at the graduate level, using the NWC methodology. Professors to Go is currently the only contractor that is able to fill these positions with individuals that hold the past experience, education and background required to teach the courses required.
