About this opportunity

The Department of the Navy Naval Sea Systems Command has issued a Special Notice of Intent to Award a sole source contract for the procurement of six Centrifugal Pump Units (NSN 4320-00-368-3186) from Crane Pumps & Systems PFT Corp. The contract is firm-fixed-price in nature and covers critical safety equipment used to supply high-pressure water to fire hydrants and fire main systems on naval vessels. The Navy has determined that Crane Pumps & Systems PFT Corp. is the only manufacturer capable of producing centrifugal pumps configured to the Navy's specific technical requirements as outlined in specification AEL 2-88MSC2001. This procurement is being justified under FAR 6.302-1, which authorizes sole source contracting when only one responsible source can satisfy agency requirements. The required delivery date for all units is December 1, 2026.

This notice serves to inform interested parties of the Navy's intent to award a sole source contract while providing an opportunity for competing vendors to submit capability statements, proposals, or quotations by the May 12, 2026 deadline. Any responsible source may submit evidence demonstrating their ability to meet the Government's critical delivery and operational requirements, though the Government reserves sole discretion to determine whether to conduct a competitive procurement based on responses received. The Navy's decision to pursue this sole source acquisition is supported by the Military Sealift Command's standardization initiative, which mandates the specified make and model to ensure compatibility with existing equipment on naval vessels. Additionally, the Navy's In-Service Engineering Agent is actively developing alternative approved models for future use, but no viable alternatives currently exist that can meet the immediate operational and compatibility requirements. Interested contractors should note that information submitted will be evaluated primarily to determine whether competitive procurement is warranted.

  • National Stock Number (NSN): 4320-00-368-3186

Justification for Sole Source:
This requirement is for a critical safety item used to supply high-pressure water to fire hydrants (fire main system) in both routine and emergency situations. Crane Pumps & Systems PFT Corp. is the only manufacturer of centrifugal pumps configured to the Navy's specific requirements as delineated in AEL 2-88MSC2001. Furthermore, this acquisition supports the Military Sealift Command's (MSC) standardization initiative, which requires the specified make and model to ensure compatibility with existing equipment.

Purpose of this Notice:
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
