About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal intends to award a sole-source, Firm-Fixed-Price Indefinite Delivery Indefinite Quantity enterprise contract to Environmental Systems Research Institute, Inc. (Esri) for the full suite of ArcGIS software licenses, professional services, and support to enable U.S. Army and Department of War geospatial operations. This procurement is pursued under FAR 6.302-1 authority, recognizing Esri as the sole developer and proprietor of ArcGIS software, which serves as the established Geographic Information System standard for the Department of War and is critical for mission interoperability. The contract will provide ordering capabilities for both the U.S. Army and Department of War entities requiring geospatial solutions. This notice is published for informational purposes only and does not constitute a request for competitive proposals, as the determination not to compete is solely at the Government's discretion. The due date for this pre-solicitation notice is April 1, 2026.

No set-aside designations apply to this procurement. Esri is identified as the incumbent contractor and sole source for this requirement due to its exclusive ownership and development of the ArcGIS software platform. The notice does not specify an award value or budget range, as this is an Indefinite Delivery Indefinite Quantity contract structure that will accommodate variable ordering needs across the Army and Department of War over the contract period. The specific quantities of software licenses, professional services hours, and support requirements will be determined through individual task orders issued under the enterprise contract. As this is a COTS software and services procurement, pricing and delivery schedules will be established based on Esri's standard commercial terms and the anticipated geospatial operational requirements of the procuring entities.
