About this opportunity

The Bureau of Justice Statistics (BJS), a component of the Department of Justice's Office of Justice Programs, has issued a Notice of Intent to Award a Sole Source Contract for Criminal History Data Services. The contract will be awarded to Nlets, a 501(c)(3) non-profit organization that operates a secure, nationwide computerized message-switching network connecting state, local, federal, and international criminal justice agencies. This notice, posted on November 19, 2025, informs the public of BJS's intent to sole-source the contract based on FAR 6.302-1, which applies when only one responsible source can satisfy the government's requirements. The contracting vehicle falls under NAICS Code 518210 (Data Processing, Hosting, and Related Services) with a size standard of $40.0 million and PSC Code R499 (Other Professional Services). The anticipated period of performance is one year from the date of award.

While this notice is not a formal solicitation, interested parties may submit capability statements by December 2, 2025, at 11:00 a.m. EST at no cost or obligation to the government. Capability statements must include the company name, Unique Entity Identifier (UEI), physical address, and a detailed demonstration of technical ability to perform the work. Only organizations capable of replicating Nlets' specialized criminal justice data infrastructure and information-sharing capabilities would potentially qualify to respond. No contract will be awarded based on responses to this notice, and no telephone or email inquiries will be accepted regarding this opportunity.
