About this opportunity

The Millennium Challenge Corporation (MCC) has issued a Limited/Sole Source Justification Notice to retroactively exercise Option Period 1 of Contract No. 95332424C0050 for Cross-Cutting Program Support (CCPS) Services supporting the Kiribati Threshold Program. The services include administrative management and general management consulting services to support the Mwakuri Aika Nakoraoi Ibukin Maeuraoimi (MANIM) Project, which aims to facilitate decent and inclusive employment for citizens of Kiribati through ministry capability building, worker protection initiatives, and youth skills development programs. The retroactive exercise of this contract option became necessary due to the Executive Order on "Reevaluating and Realigning United States Foreign Aid" dated January 20, 2025, which paused foreign assistance activities and required MCC to maintain contract readiness pending the Foreign Assistance Review's outcome. The contract was originally awarded to Management Systems International (MSI), a Tetra Tech Company, on June 17, 2024, though the specific award amount is not disclosed in the notice. The option period will be exercised with no additional funding obligated through a bilateral modification, while maintaining the existing stop work order. MCC has provided a 15-day period ending July 23, 2025, for interested parties to submit expressions of interest demonstrating that competition would be advantageous to the government and not cost or time prohibitive.

Notice text

The Millennium Challenge Corporation (MCC), Contracts and Grants Management (CGM) Division intends to issue a Justification and Approval (J&A) for Other than Full and Open Competition for the retroactive exercise of a contract option period on a lapsedMCC contract, due to the impact of the Executive Order on “Reevaluating and Realigning United States Foreign Aid” dated January 20, 2025 (Foreign Assistance Review).

This J&A will provide MCC the authority to noncompetitively and retroactively exercise Option Period 1 of Contract No. 95332424C0050 for Cross-Cutting Program Support (CCPS) Services supporting the Kiribati Threshold Program (THP), implemented by Management Systems International (MSI), a Tetra Tech Company.  The option will be exercised with no additional funding obligated, via a bilateral modification; the existing stop work order will remain in effect pending the outcome of the Foreign Assistance Review.

See enclosed J&A for additional details.
