About this opportunity
The USDA Forest Service Procurement & Property Services is issuing a competitive BPA call order for Nantahala and Pisgah National Forests Monitoring Contract, with solicitation closing by July 24, 2026; this procurement is restricted to contractors already approved on the Land Management Integrated Resources (LMIR) BPA. The call order, issued under AGAR SUBPART 412.201-1 as a requirement for posting notices exceeding $20,000 to the Government Point of Entry, will be distributed via email to the 30+ eligible LMIR BPA contractors—this is not a general solicitation. The contracted work involves Environmental Compliance Coordinator services supporting post-Hurricane Helene monitoring and the 2023 Land Management Plan in Western North Carolina, with a base period through October 1, 2027, and optional continuation through Fiscal Year 2031. Work is primarily remote with seasonal field travel March through October averaging 60–80 hours weekly. The RFQ requires three mandatory base tasks: development of pre-Helene monitoring baseline information and biennial reporting, coordination of monitoring efforts across Forest Service partners, and summarization of applicable Hurricane Helene research. Key personnel must demonstrate at least ten years of experience in landscape-scale ecological analyses, Forest Service planning tools, 2012 Planning Rule compliance, and monitoring report development. Quotes are due by August 4, 2026, at 1400 PT; questions close July 24, 2026 COB. Evaluation follows a two-step best-value approach assessing technical approach, availability, and past performance, then cost. Contracting Officer is Breanne Parker; technical POC is Lauren Onofrio. Non-LMIR contractors may apply during the annual onboarding window October 1–31 using solicitation number 12363N23Q4023.
