About this opportunity
NASA's Marshall Space Flight Center (MSFC) has issued a Special Notice of Intent to Award a sole source contract modification to Development Seed (New Rights Group, Inc.) under existing contract 80MSFC22CA004. The notice outlines NASA's intent to acquire services using other than full and open competition, as permitted by FAR 6.302-1, based on the unique capabilities of the proposed contractor. The contract focuses on developing a novel data format to improve accessibility of Earth observation data in cloud environments. This opportunity is specifically targeted at enhancing the Commercial Smallsat Data Acquisition (CSDA) data system infrastructure through innovative software development and system integration.
The primary objective of this contract is to prototype open-source software that enables efficient analysis and visualization of legacy NASA Earth science data formats. Interested organizations may submit their capabilities and qualifications electronically to Brent Evans via email by December 27, 2024, at 2:00 PM Central Standard Time. The submission will be evaluated solely to determine whether the acquisition should proceed on a competitive basis, with the government retaining full discretion in this decision. Development Seed will be responsible for creating new systems to improve communication with program management, develop vendor data tasking interfaces, and integrate with existing data distribution systems. The contract falls under NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a specific focus on enhancing data accessibility and utilization for NASA's Earth observation programs.
Notice text
NASA/George C. Marshall Space Flight Center (MSFC) has a requirement for developing a new novel data format to improve the accessibility of Earth observation data in the cloud and to enhance the existing Commercial Smallsat Data Acquisition data system infrastructure.
NASA/MSFC intends to issue a sole source contract modification to acquire the services from New Rights Group, Inc. (doing business as Development Seed)under the existing contract 80MSFC22CA004 using other than full and open competition as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
Development Seed will use its subject matter expertise to develop a new, novel data format to improve the accessibility of Earth observation data in the cloud. This development will prototype open-source software that enables efficient analysis and visualization of legacy data formats from NASA’s Earth science data archive. Development Seed will incorporate software upgrades and use their existing system knowledge and expertise to overcome challenges related to handling massive, multi-dimensional data.
Development Seed will also provide support to enhance the existing Commercial Small sat Data Acquisition (CSDA) data system infrastructure. This includes development of new systems to communicate with program management for review and tracking, interfaces with vendors for data tasking, and integration with the existing data system for data delivery and distribution to end users. Such a system will allow CSDA to acquire and provide the most useful commercial data for its users, thereby maximizing investments in commercial data.
The Government does not intend to acquire a commercial item using FAR Part12.
Interested organizations may submit their capabilities and qualifications to perform the eff ort electronically via email to Brent Evans atbrent.l.evans@nasa.gov not later than 2:00pm Central Standard Time on December 27, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at :https://www.hq.nasa.gov/off ice/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
