About this opportunity

The United States Department of Agriculture (USDA), specifically the Farm Production and Conservation (FPAC) division, has issued a Special Notice of Intent to Award a Sole Source Contract to The State Historical Society of Colorado. The contract will involve a purchase order with a base period and four one-year options to provide the Natural Resources Conservation Service (NRCS) with specific data and service access. The notice is specifically seeking access to the History Colorado/Office of Archaeology and Historic Preservation online database called COMPASS, which includes cultural resources and archaeological inventories. The contract is classified under the North American Industry Classification System (NAICS) code 518210 for Data Processing, Hosting, and Related Services. This opportunity is being processed in accordance with Federal Acquisition Regulations (FAR) 13.5, which allows for sole source procurement when only one responsible source can meet agency requirements.

Interested parties who believe they can provide the required products are invited to submit a written statement of capabilities demonstrating their ability to meet the contract's needs. The capability statements must be emailed to Sandra.Driver@usda.gov and Lizabeth.Kuhaneck@usda.gov by May 13, 2025, at 1:00 pm Eastern Standard Time. The government will review these statements solely to determine whether a competitive procurement might be necessary in the future, though they retain complete discretion in this decision. The specific services sought include ArcGIS Data Share, COMPASS database access, yearly archaeology permits for State Lands, and file search request services. While this is not a competitive solicitation, the USDA is open to reviewing alternative providers who can comprehensively meet their unique data and service requirements. No compensation will be provided for submitted capability statements, and oral communications will not be accepted in response to this notice.
