About this opportunity
Naval Air Systems Command intends to negotiate and award a sole-source IDIQ contract to BAE Systems Information & Electronic Systems for continued development, delivery, and sustainment of Theater Mission Planning Center subsystems, with responses due by July 29, 2026. This procurement is being pursued on a sole-source basis under 10 U.S.C. 3204(a)(1); NAVAIR asserts that award to any source other than BAE Systems would result in unacceptable delays and that BAE Systems, as OEM, possesses the requisite in-depth knowledge, access to proprietary technical data, software source code, and specialized expertise required to perform the effort.
BAE Systems will perform work at its San Diego, California facility. The contract covers the Targeting and Navigation Toolset (TNT) and associated capabilities, Geographic Information System (GIS), Conventional Prompt Strike (CPS) Planning Tool (CPT) software and hardware, and CPS Command and Control (C2) Toolbox (formerly Post Launch Execution (PLE) tool). Contract duration is a base year plus four option years, with estimated start in Quarter 1 of Fiscal Year 2027.
This is not a request for competitive proposals. Interested parties may submit information regarding their capability by the July 29, 2026 closing date; the Government will consider responses solely to determine whether to conduct a competitive procurement.
