About this opportunity
The Naval Supply Systems Command (NAVSUP) within the Department of the Navy has issued a Notice of Intent Synopsis to Sole Source, posted on January 21, 2026. The agency intends to solicit and award a contract to a single source under the authority of Federal Acquisition Regulation (FAR) 6.302-1, rather than conducting a competitive procurement. This special notice pertains to the evaluation, repair, and/or modification of specific equipment identified by National Item Identification Number (NIIN) 013833198. The Government has determined that it does not possess or cannot provide the necessary technical data to perform the required repairs or manufacture of the item internally. All responsible sources are invited to submit capability statements demonstrating their ability to perform the repair and modification work by the February 2, 2026 deadline, with responses received within 15 days of publication being considered by the Government. While this notice is not a competitive request for proposals, the Government retains sole discretion to determine whether to proceed with the sole source procurement based on submitted responses. Contractors must be aware that if they are not already an approved NAVSUP source, they are required to submit a Source Approval Request package along with their proposal, using the NAVSUP-WSS Source Approval Information Brochure for Repair available on the Naval Supply Systems Command website. The Government notes that source approval timelines are typically such that contract award will not be delayed pending approval of new sources. Although the item may be subject to Free Trade Agreements Act and World Trade Organization Government Procurement Agreement provisions, these clauses are not anticipated to apply given the sole source nature of the procurement.

NAVSUP-WSS is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to Evaluate, Repair and/or Modify the items as specified

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Government intends to solicit to repair the below listed NIIN. The Government does not possess or cannot provide the data necessary to perform the required repairs or manufacture of the item:

One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements – however, given the Government’s intent to sole source, Trade Agreement clause/terms are not anticipated to apply in any resultant contract award.
All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Approval of a source is required. WSS will not delay award while Source Approval is pending.
The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair. This notice serves as the synopsis and notice of intent to sole-source. The Government does not possess the necessary to repair the equipment/items solicited hereunder from any source other than Raytheon Company.
