About this opportunity
The Department of the Army's Army Contracting Command - Aberdeen Proving Ground, Tobyhanna Division has issued a Notice of Intent to award a sole-source contract for small Unmanned Aircraft System (sUAS) advisory services. The contract will be awarded to UI Labs DBA MxD USA, located in Chicago, Illinois, to provide technical advisory services supporting the establishment of production capabilities for UAS motors and Circuit Card Assemblies at Tobyhanna Army Depot in Pennsylvania. This special notice was posted on September 22, 2025, with responses due by October 2, 2025. The procurement falls under the Engineering Services NAICS category and will be executed using FAR Part 13 Simplified Acquisition Procedures and FAR Part 12 Commercial Items guidelines. The government intends to negotiate directly under specific federal acquisition authorities.
The primary objective of this contract is to assess production requirements for UAS motors and CCAs, recommend optimized production floor layouts to maximize efficiency and throughput, and evaluate necessary production equipment to establish modern, scalable manufacturing capabilities at the depot. The government has determined that only MxD can meet their specific technical requirements due to their unique capabilities, including proprietary digital modeling and simulation tools, specialized aerospace and defense manufacturing expertise, and OSD-aligned best practices for integrating Industry 4.0 technologies. As a sole-source procurement, only MxD is eligible to participate, justified by their status as the OSD-sponsored Manufacturing Innovation Institute for digital manufacturing and their exclusive access to proprietary frameworks and the Manufacturing USA network. The contract represents part of broader efforts to modernize military manufacturing capabilities through advanced digital manufacturing techniques and cyber-secure production methods.
