The government is providing notice of this sole source determination and inviting interested parties to identify their capability to respond to this requirement.
The primary objective of this procurement is to secure comprehensive law enforcement services for the protection and security of the Libby Dam Project and associated Corps of Engineers facilities throughout a four-year period from January 1, 2027 through December 2030, with an option for an additional four-year extension. Interested parties must submit their responses via email to Geraldine.L.Kemp@usace.army.mil by 10:00 AM Pacific Time on November 14, 2025, and telephone inquiries will not be accepted. The government reserves the right to conduct a competitive procurement in the future based on responses received, and any information submitted will be evaluated solely for determining future procurement strategy. The LCSO is identified as the sole source provider due to its unique qualifications, including full law enforcement authority on Corps lands, 24/7 availability, rapid response capabilities, and specialized expertise in securing critical infrastructure such as the Libby Dam.
