About this opportunity

The U.S. Army Corps of Engineers Engineering District New England has issued a Special Notice regarding a sole source procurement for lock hardware at the VA West Haven Medical Center. The notice pertains to the new Surgical and Clinical Tower Project, which requires specific Yale Commercial Large Format locking cores and Intellikey electronic locks. Under the authority of FAR 6.302-1, the government intends to procure these brand-name locking systems to maintain consistency with the existing security infrastructure at the medical center. The procurement is specifically for mechanical and electronic lock systems that will integrate seamlessly with the current facility-wide security setup. This notice serves as a market research tool to determine if alternative sources can meet the precise specifications required by the VA West Haven Medical Center.

The primary objective of this Special Notice is to ensure a uniform and secure access control system across the medical center's facilities. Contractors have until May 15, 2025, to respond to the notice, with all submissions to be considered if received within 15 days of posting. The government seeks to maintain a single keying tracking mechanism that allows for emergency access, reduces maintenance costs, and provides comprehensive security oversight. While the notice is not a competitive proposal request, it invites potential sources to demonstrate their ability to meet the specific Yale Commercial and Intellikey system requirements. Eligibility is open to sources that can prove compatibility with the existing security infrastructure. Contractors interested in participating must email their responses to tyler.s.maryak@usace.army.mil, using the subject line "W912WJ25X16SG - Large Format Locking Cores". The government retains full discretion in determining whether to allow alternative system manufacturers.

Notice text

Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the Yale Commercial Large Format locking cores for the mechanical locksets and Intellikey locks for electronic locks in the new Surgical and Clinical Tower Project at the VA West Haven Campus.

The VA requires a consistent access security system throughout the VA West Haven Medical Center. This project will include new doors and their associated locking hardware. VA West Haven Medical Center requires the use of Yale Commercial Large Format locking cores for the mechanical locksets and Intellikey locks for electronic locks for the New Surgical/Clinical Tower to comply and integrate with the current system used throughout the medical center.

Yale Commercial Large Format lock cores and Intellikey electronic locks are required to be utilized on all VA West Haven Medical Center facilities in order to comply and integrate with the current system utilized by the installation. The use of a single lock core enables the systematic management of the lock system by the Facility Engineering staff. Providing a single lock core for all installation’s facilities allows for a single keying tracking mechanism, an emergency response master key to work properly in emergency situations for both security forces and fire department and reduced maintenance costs for Facility staff over the lifespan of the building.

In order to ensure the safety and security of the people, equipment and infrastructure at the VA West Haven Medical Center, the new finish hardware in the new Surgical/Clinical Tower must include Yale Commercial Large Format lock cores and Intellikey electronic locks. The facilities’ response time to a security alarm requires ease of access which will be achieved through the single keying system throughout the medical center. Keying systems installed in new buildings must match the existing keying system to maintain oversight and control.

If the Yale Commercial system and the Intellikey system is not sole sourced, then there is risk that the alternative product will not provide immediate access and meet the security requirements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Yale Commercial system and the Intellikey system.  The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent.  All responses received within 15 days of the posting of this notice of intent will be considered by the Government.  A determination by the Government to require the brand name for the Yale Commercial system and the Intellikey system for the VA West Haven procurement based on this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers.

Submit responses within 15 days of the posting of this notice of intent via email to: tyler.s.maryak@usace.army.mil (list "W912WJ25X16SG – Large Format Locking Cores" in the subject line of the email).
