About this opportunity
The Indian Health Service (IHS) within the Department of Health and Human Services intends to award a sole source contract to GEO Jobe GIS Consulting for software license subscription renewal and maintenance services. The procurement supports the Office of Environmental Health and Engineering Sanitation Facilities Construction Program and requires specialized GIS portal capabilities with security permissions for map services at the group level. The existing GIS platform collects and shares sensitive IHS data across multiple programs, necessitating secure access controls that limit user permissions to authorized data only. IHS has determined that only GEO Jobe can fulfill the government's requirements while ensuring continued regulatory compliance and maintaining operational continuity. The pre-solicitation notice was posted on August 26, 2025, with a response deadline of September 9, 2025, following the mandatory 15-day notification period required under FAR Part 5.203 and FAR Part 13.5.
This opportunity is designated as an Indian Economic Enterprise set-aside under contract number 75H701-25-Q-00035. GEO Jobe GIS Consulting, located at 302 Courthouse Rd, Suite H, Gulfport MS 39507, serves as both the incumbent contractor and sole source provider for this renewal. The software currently supports approximately 30 IHS and Tribal users across various hospitals and healthcare centers, including critical COVID-19 data collection and reporting functions. The system also manages complex workflows for sanitation facilities construction and installed utilities covering water, sewer, open dumps, and solid waste operations. IHS determined that implementing a different solution would cause unacceptable delays and downtime to major workflows, systems, and processes, justifying the sole source procurement under FAR 6.302-1(a)(2). The contract structure follows a Firm Fixed Price arrangement covering multiple years of service delivery.
Notice text
75H701-25-Q-00035 (IHS) NOTICE OF INTENT SOLE SOURCE CONTRACT FOR: GEO Jobe GIS Consulting Software License Subscription
This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR Part 13.5 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price sole source contract with GEO Jobe GIS Consulting, 302 Courthouse Rd, Ste H, Gulfport MS 39507. This acquisition is for the renewal and maintenance of existing software licenses to support the Office of Environmental Health and Engineering (OEHE) Sanitation Facilities Construction (SFC) Program within the IHS over the next several years.
Only one source, GEO Jobe, is capable of fulfilling the Governments requirement and ensure continued IHS regulatory compliance with an on-premise GIS portal, software subscriptions and various technical support. The GIS portal is shared with several other IHS programs to collect and share data. The existing GIS platform is operational and supports basic needs and services but requires a license renewal to maintain applied security permissions for map services at the group level.
Due to the nature and sensitivity of the IHS data being collected, mapped and shared, it is critical to have a solution which allows these data to be secure and ensure users have access only to data to which they are authorized. This software tool currently supports ongoing agency COVID-19 data collection and reporting for approximately 30 IHS/Tribal users at various hospitals and health care centers. In addition, the current Security Manager NEXT software supports complex workflows related to sanitation facilities construction and installed utilities (water, sewer, open dumps and solid waste). Having to test and implement a different solution would result in unacceptable delays and downtime to these major workflows, systems and processes.
Per FAR 6.302-1(a)(2) Only one responsible source and no other supplies or services will satisfy agency requirements. Changing from this software would cause duplication of effort by IHS staff to review, plan, test, and implement any change. Cost and time must be taken into account when considering what is in the government’s best interest.
Under this acquisition the Government intends to purchase the following items each year under a Base Year + 4 Option Years:
GEO Jobe Security Manager NEXT-(up to 4 Cores) Quantity of One (1)
GEO Jobe Security Manager NEXT-(additional 4 cores)-Quantity of Two (2)
The anticipated period of performance will be as follows:
Base year: 10/01/2025-09/30/2026
Option year 1: 10/01/2026-09/30/2027
Option Year 2: 10/01/2027-09/30/2028
Option Year 3: 10/01/2028-09/30/2029
Option Year 4: 10/01/2029-09/30/2030
The licenses are required to support:
Enhanced security and permissions software to be utilized within the existing IHS OEHE Portal for ArcGIS platform.
Utility infrastructure and as-built data as it relates to the provision of sanitation facilities (water, sewer and solid waste). This national workflow relies on enhanced security measures applied to over 60 portal groups.
ArcGIS administrators the ability to set controls and permissions to map services and portal groups to ensure users can only view and edits items they have permissions for.
The critical workflows and applications which were established to support agency wide COVID-19 data collection and reporting.
The Production and Development environment of the Portal for ArcGIS platform.
Technical support inquiries to ensure proper installation and configuration.
Access to new releases during the subscribed period.
