About this opportunity
U.S. Customs and Border Protection, Rio Grande Sector, announced a sole-source intent on May 18, 2026, to award firing range services to the City of Donna (UEI: JJN6A8LSFC84) under FAR 13.106-1(b)(1)(i) authority, with responses due by May 21, 2026. CBP determined that the City of Donna's El Indigo Gun Range is the only responsible source meeting the Government's requirements for mandatory quarterly firearms qualifications serving 1,700 personnel, 24-hour/7-day availability including night-time shooting (one quarter of each fiscal year), support for lethal and non-lethal training across CBP's weapon systems, proximity to station locations (15–20 miles), and exclusive law enforcement access. Market research confirmed alternative facilities do not satisfy one or more critical requirements; other ranges lack the capacity, operational hours, training versatility, or geographic convenience necessary to sustain mission readiness without compliance risk. The notice invites interested parties to submit capability information by the May 21 deadline; the Government will evaluate responses solely to determine whether competitive procurement is warranted. No commitment exists to issue a solicitation or award a contract. Price reasonableness will be assessed through market research, historical purchase comparisons, and similar-service benchmarking. The action does not exceed the Simplified Acquisition Threshold.
