About this opportunity

NASA's Glenn Research Center has issued a Special Notice announcing its intent to award a sole source contract extension for Test Facility Operations, Maintenance, and Engineering Services II (TFOME-II) to the current contractor, HX5 Sierra LLC. The extension will cover the period from November 1, 2025, through December 31, 2025, and is designated as a total small business set-aside opportunity. The services encompass comprehensive engineering and technician support, manufacturing and development assistance, and operations and maintenance support for NASA's aeronautics and space-related testing facilities. These facilities include wind tunnels, engine test chambers, space simulation facilities, zero gravity systems, and various research laboratories located at Lewis Field in Cleveland, Ohio, and the Armstrong Test Facility in Sandusky, Ohio.

The primary purpose of this sole source extension is to prevent any lapse in critical facility operations while NASA completes the award process for the follow-on TFOME-III contract, which is not expected to be fully awarded before the current TFOME-II contract expires on October 31, 2025. NASA justifies the sole source approach by stating that only HX5 Sierra possesses the necessary familiarity with the unique test facilities, maintains an on-site trained and certified staff, and has the specialized knowledge of safety policies and procedures required for uninterrupted service delivery. The notice indicates that interested organizations may submit their capabilities, with a response deadline of September 19, 2025. The contract falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, and PSC code R425 for Professional Engineering and Technical Support services. This extension ensures continuity of essential testing operations that support NASA's aeronautics and space exploration missions while the agency transitions to the next generation contract.

Notice text

The National Aeronautics and Space Administration’s (NASA) Glenn Research Center (GRC) has a requirement for the extension of the Test Facility Operations, Maintenance, and Engineering Services II (TFOME-II) contract. The extension period is from November 1, 2025, through December 31, 2025.

TFOME-II services include the engineering and technician support, manufacturing and development support, and the operations, maintenance, inspection and certification support services needed to conduct aeronautics and space related testing in GRC test facilities and laboratories. The test facilities and laboratories covered support by TFOME-II include wind tunnels, engine altitude chambers, engine component facilities, space simulation chambers, zero gravity facilities, instrumentation research and development (R&D) laboratories, materials and structures R&D laboratories, clean rooms, and rocket test facilities. The GRC test facilities and laboratories are located at Lewis Field, in Cleveland, Ohio, and at the Armstrong Test Facility (ATF), in Sandusky, Ohio.

NASA GRC intends to issue a sole source extension to the current TFOME-II services contract holder, HX5 Sierra LLC (HX5 Sierra), to continue these services. Only HX5 Sierra has the capability to provide the essential and ongoing support services with no lapse in service, which requires a familiarity and understanding of the unique NASA test facilities, an on-site trained and certified engineering and maintenance staff, and knowledge of the policies and procedures required to safely support the operations, maintenance, and engineering services at GRC.

Currently, NASA GRC is in the process of awarding TFOME-III, which is the follow-on contract to TFOME-II. However, the TFOME-II extension is necessary because the TFOME-III contract is not anticipated to be at fully awarded prior to the completion of the TFOME-II’s period of performance end date, which is October 31, 2025.

Interested organizations may submit their capabilities and qualifications to perform the effort via email to John Christel (john.a.christel@nasa.gov) not later than 1:00 pm EST on September 19, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
