About this opportunity
NASA Ames Research Center issued a Special Notice of Intent on December 17, 2025, to extend the Ames Facilities Support Services (AFSS) contract with Amentum Technical Services, Inc. on a sole-source basis. The extension is authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which permits procurement from a single responsible source when no other supplies or services will satisfy agency requirements. This notice represents NASA's intention to continue comprehensive institutional facilities operation and maintenance services at Ames Research Center. The extension is necessary to maintain continuity of critical facility support while the follow-on AFSS II contract is being sourced and implemented. The Special Notice is open to interested organizations seeking to challenge the sole-source determination.
The primary objective of this extension is to ensure uninterrupted facilities support services across multiple operational and technical areas, including roads, alarm systems, fire suppression, buildings, mechanical systems, utilities, HVAC/R systems, electrical distribution, lifting devices, and grounds maintenance. Interested organizations must submit their capabilities and qualifications electronically to Christopher D. Lockridge-Mehetabel at christopher.d.lockridge-mehetabel@nasa.gov by 3:00 PM PT on January 2, 2026. There are no specific eligibility restrictions stated; however, submissions will be evaluated solely to determine whether the Government should conduct this acquisition on a competitive basis rather than as a sole-source award. The Government retains sole discretion in deciding whether to pursue full and open competition based on responses received. NASA Clause 1852.215-84, Ombudsman, applies to this procurement action.
Notice text
NASA Ames Research Center (ARC) intends to extend the Ames Facilities Support Services (AFSS) contract (#NNA15BB23C) with Amentum Technical Services, Inc. on a sole-source basis pursuant to 10 U.S.C 2304(c)(1) and FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, in support of ARC and its various missions.
This extension will allow for the continued performance of comprehensive institutional facilities operation and maintenance services, including the following craft and technical areas, necessary to ensure that equipment and facilities are capable of supporting the various missions at NASA ARC: roads and other surfaced areas, facility alarm systems, fire suppression systems, buildings and structures, mechanical systems, utility systems, HVAC/R systems, electrical distribution and emergency generating systems, lifting devices, and grounds maintenance and pest control. Currently, NASA ARC is in the process of sourcing the Ames Facilities Support Services (AFSS) II contract, which is the follow-on effort to AFSS. However, this extension is necessary given that the phase-in of AFSS II is not anticipated to occur prior to the end of the period of performance for AFSS.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Christopher D. Lockridge-Mehetabel at christopher.d.lockridge-mehetabel@nasa.gov not later than 3pm PT on January 2, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at:
