About this opportunity
The National Aeronautics and Space Administration Kennedy Space Center published a Notice of Intent to solicit Space Florida on a sole source basis. The Notice regards the acquisition of airfield services at the Shuttle Landing Field operated by Space Florida to support NASA flight operations.
The justification attached to the Notice provides rationale for awarding a sole source contract to Space Florida for the acquisition of airfield services at the Shuttle Landing Field. Services include use of the airfield and associated support services with an estimated five year performance period and maximum value of $5 million. As the property agreement between NASA and Space Florida stipulates Space Florida has sole operational authority and rights to develop and manage the Shuttle Landing Field, the statutory authority permitting other than full and open competition applies. The deadline for the solicitation is March 12, 2021, with eligibility limited to Space Florida as the sole operator of the Shuttle Landing Field under the terms of the property agreement.
Notice text
NASA John F. Kennedy Space Center (KSC) intends to solicit Space Florida on a sole source basis for Airfield Services to support NASA Flight Operations at the Space Florida managed and operated Shuttle Landing Facility (SLF), Kennedy Space Center, FL. KSC will conduct this acquisition pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and 13.501(2)(ii), Soliciting from a single source, which states, "[c]ontracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)." The attached Justification for Other Than Full and Open Competition explains the rationale.
